Failed to find a vCenter Server from %s on latest 6.5 VCSA and SRM install on Server 2012

I just went through a rebuild of my DR environment.

 

Installed the latest 6.5 ESXi on my hosts to build 7388607

And VCSA freshly installed with build 7515524

VMware-srm-6.5.1-6014840 version for SRM

 

I already have SRM installed on my prod site with vsphere replication 6.5.1.2 on both sides.

 

When i tried to reinstall SRM on my DR site. I users a 2012 R2 server ( currently houses my veeam backup application).

 

When i was installing SRM as i have done a hundred times ( being a consultant).

I have never run into this error.

 

I tried normal install and even run as admin since that fixes issues more than it should.

 

I get to the point where i am putting in the platform services controller and it keeps throwing an error of

 

"Failed to find a vCenter from %s."

 

I have never seen this issue before, and the only other person who i have seen post about this, their answer doesn't apply to me since it was supposedly removing an orphaned vcenter from the psc. Mine is freshly deployed with no lingering anything.

 

Can anyone point me in a direction? aside from trying to install on another server which is an option but i would rather not.
