Changing VM resource allocation during a recovery

Does anyone know of a way to change the resources allocated to a VM as a step in a recovery plan?  The host servers at my production site have more physical memory and processor cores than the host servers at my recovery site.  I need a way to change the resources when a VM is brought up during a recovery.

As an example, I have an MS Exchange VM with 6 vCpu's and 32gb memory, running on a host with 12 vCpu's and 144gb memory.  The host at the recovery site only has 32gb memory.  I would like to put a step in the recovery plan so that before the VM is started at the recovery site, it is allocated only 4 vCpu's and 8gb memory.

During an actual disaster we would not have all employees working, only a small group of essential employees, so the servers should run fine with fewer resources allocated to them.  Anyone have a method for getting this done?
