SRM Doesn't show up in web client

So I've been reconfiguring our VCenter server and SRM.  I replaced the VCenter server with an appliance and set up a new server at each site to run update manager and SRM.  Configuration was going fine and I was doing each site in parrallel for the most part. 

I have run into an issue now though where SRM shows up in the webclient on the production site but it doesn't show up in the vcenter for our recovery site.  I set up both sites the same so it strikes me as odd that I'd have an issue. I also looked at the event log on vcenter web client in the recovery site and it does list SRM and it using 0 of 75 licenses, so it clearly sees it, but I get no option for it.
