How can pre VM shutdown Recovery Steps be Added

Any help gratefully received.

I want to add some pre power off steps to a recovery plan. But I want to add them to a priority 1 VM after VMs in the other priority groups have been shutdown. Unfortunately SRM only allows steps to be added at the top level and there is no pre power off Steps option in the VM Recovery properties only pre and post power on.

Has anyone any ideas or has solved this. I find it hard to believe that no one else has wanted to do this.

We're currently running SRM 5.1
